The story we tell ourselves about repair is a story about economics. Things got cheap, labor got expensive, and at some point it stopped making sense to fix a toaster. That explanation is comfortable and partly true, and it lets everyone off the hook. It also fails to explain why a nine hundred dollar phone with a cracked screen is hard to fix, or why a shop can have the part and the skill and still be stuck. Price is not the only thing standing between a broken product and a working one. A good deal of the difficulty was designed in.
Look at how modern products are physically assembled. Screws have given way to adhesive, and adhesive means heat, solvents, and a real chance of destroying the thing you are opening. Components that used to be separate now come fused into a single module, so a failed part the size of a grain of rice takes the whole assembly with it. Batteries, the most predictable wear item in any device, are frequently glued in place rather than latched. Some fasteners use head shapes that exist mainly to require a tool most people do not own. Each of these choices has a legitimate engineering defense, and each one also raises the cost of repair.
Then there is the software layer, which is where the real lock sits. Parts pairing is the practice of tying a component to a specific device through a serial number, so a genuine replacement part installed by a competent technician gets rejected or degraded until the manufacturer authorizes it. A camera stops focusing correctly, a fingerprint reader stops working, or the screen brightness controls disappear, all because the software does not recognize a part that is otherwise identical. Diagnostic software that reads the error codes is often licensed only to authorized shops. Service manuals that were once printed in the box are treated as trade secrets. None of that is a function of labor costs.
Manufacturers offer real reasons for these decisions, and the reasons deserve a fair hearing. Sealed assemblies allow thinner, water resistant designs that consumers demonstrably prefer. Counterfeit parts, especially batteries and chargers, do cause fires, and pairing gives a company a way to verify what is inside a device. Security sensitive components like fingerprint sensors present a genuine attack surface if any part can be swapped in silently. Independent repair varies enormously in quality, and a bad repair generates a warranty claim and a safety story with the brand's name on it. These are not invented concerns, and any serious argument about repair has to account for them.
The trouble is that the same design choices also produce a business outcome that is difficult to call incidental. When repair is slow, uncertain, and nearly as expensive as replacement, most people replace. That drives unit sales, it steers service revenue toward authorized channels, and it keeps the aftermarket small. A company can hold every stated safety concern in good faith and still find that the safest configuration is also the most profitable one. When those two things point the same direction for years, the burden of proof shifts. It is fair to ask for evidence that a specific lock is protecting users rather than protecting sales.
Several states have decided the answer is legislation. New York, Minnesota, California, Oregon, and Colorado have all enacted right to repair laws covering consumer electronics, and Washington's took effect at the start of 2026. Colorado's law, also effective at the start of 2026, reaches broadly across personal electronics, printers, appliances, and other digital equipment. The common requirement is that manufacturers make parts, tools, documentation, and diagnostic software available to owners and independent shops on fair terms. Oregon went further and restricted parts pairing for covered devices made after January 1, 2025, with enforcement phasing in during 2027. More states are taking up similar bills, and the scope keeps widening to cover wheelchairs, farm equipment, and appliances.
What is at stake is larger than a repair bill, and that is why the fight has legs. Ownership has always meant the right to open a thing, understand it, and fix it, and a device you cannot service is closer to something you are renting indefinitely. Repair supports independent shops, which are local businesses in places that have lost plenty of them. It matters most to households that cannot absorb a full replacement when one component fails, which makes this a cost of living question as much as a consumer rights question. Electronic waste is the fastest growing waste stream in the world, and every device retired early adds to it. The reasonable ask is not that everything last forever. It is that when something breaks, fixing it is allowed to be a real option.
